IRC Plan Name Plan Description
Grid Map Congressional Template Use this template to load a map with nine (9) balanced Congressional Districts based solely on 2020 Census Total Population within a target deviation of +/- 5%. The purpose of this approved Grid Map is simply to provide a starting point for you and should be modified to reflect your intended input into the redistricting process.
Grid Map Legislative Template Use this template to load a map with thirty (30) balanced Legislative Districts based solely on 2020 Census Total Population within a target deviation of +/- 5%. The purpose of this approved Grid Map is simply to provide a starting point for you and should be modified to reflect your intended input into the redistricting process.
CD Test Map Version 1.0 This plan was the first plan created from the Grid Map where changes were started to be made. More progress occurred concurrently on CD 1.1 so this mapped stopped being worked on. This plan was initially shown but ultimately skipped at the meeting on October 5, 2021.
CD Test Map Version 1.1 This plan was officially adopted on October 5, 2021 as the next iteration of the Grid Map. All editing stopped on this plan version and the next iteration will be CD 2.0.
CD Test Map Version 2.0 As the first version based off the newly adopted CD Pre-Draft Map 1.1, CD Test Map Version 2.0 looks to offer a view of splitting Tucson diagonally into differing districts as well as moves the northern tribes from District 9 to District 2.
CD Test Map Version 2.1 As the second version based off the newly adopted CD Pre-Draft Map 1.1, CD Test Map Version 2.1 looks at making more of an overhaul based on consolidated team notes. The Township Median is essentially the center of an entire district versus where multiple districts meet. More Community of Interest feedback was taken into account for this version as well.
CD Test Map Version 2.2 CD Test Map Version 2.2 is CD 2.1 with the only change being Yuma County is contained all in District 7.
CD Test Map Version 3.0 As the first version based off the newly adopted CD Test Map Version 2.1, CD Test Map Version 3.0 looks to mirror the map submitted by the Latino Coalition for District 3 causing Districts 1 and 9 to become unbalanced. CD Test Map Version 3.0 also moves the entire Gila River Reservation into District 7. The southern border of District 9 is extended South of I-8 in order to not split Welton, Tacna, and Dateland. Fort Yuma Reservation and surrounding blocks are moved into District 7 to keep all three reservations together.
CD Test Map Version 3.1 In this version based off CD Test Map Version 3.0, CD Test Map Version 3.1 looks to incorporate Mojave County into District 2 in its entirety per request of Commissioners. CD Test Map Version 3.1 then removes Pinal County from District 2 and is left as Unassigned for demonstration purposes only. District 2 was population balanced using Gila County.
CD Test Map Version 3.2 CD Test Map Version 3.2 builds from of CD Test Map Version 3.1. All of Pinal (unassigned) goes to D6, as well as the non-reservation part of Gila County (Payson, Copper Corridor, Star Valley, Pine, etc.)
CD Test Map Version 3.3 In this version based off CD Test Map Version 3.0, CD Test Map Version 3.3 looks to incorporate Graham and Greenlee into District 2. CD Test Version Map 3.3 then extends District 6 north into Pinal County, adding Red Rock, Arizona City, Eloy, Picacho, Oracle, Mammoth, San Manuel, Dudleyville, Kearny, and a southern portion of Coolidge in order to achieve population balancing.
CD Test Map Version 3.4 In this version based off CD Test Map Version 3.0, CD Test Map Version 3.4 looks to remove West Valley cities (Southern section) from District 9 and is left Unassigned. CD Test Map Version 3.4 then extends District 2 into Pinal County, adding Maricopa and the western portion of Casa Grande in order to achieve population balancing. Gila Bend is added to District 7 while the eastern portion of San Tan Valley and Florence is added into District 2. The western border of District 5 is moved into District 4, including East Mesa, South Chandler, and most of Gilbert. The Northern border of District 4 is moved into District one, including Tempe, South Scottsdale, and the entire Salt River Reservation. The Western border of District 1 is moved into District 8. Both Sun City, Sun City West, and Sun City Grand are moved into District 8. The northern part of Peoria is moved into District 9.
CD Test Map Version 3.5 In this version based off CD Test Map Version 3.4, CD Test Map Version 3.5 looks to match the eastern border of District 7 to that of District 7’s in CD Test Map Version 3.0 in order to achieve population balancing. The eastern border of District 6 is pushed east to take Tucson south of the Rillito River. District 6 is also pushed north into Pinal County, west of I-79. Additions to District 6 include Red Rock, Eloy, Arizona City, Picacho, Maricopa, and some of Casa Grande.
CD Test Map Version 4.0 In this version based off CD Test Map version 3.5, the primary objective of CD Test Map Version 4.0 is to replicate the Latino Coalition District 7 (CDF006) map to consolidate more of the heavily Latino neighborhoods. To balance the rest of the districts, CD Test Map Version 4.0 removed the Gila River and Maricopa Reservations from District 7 into District 2 and extended District 5 into Gila County.
CD Test Map Version 4.1 In this version based off CD Test Map version 4.0, the primary objective of CD Test Map Version 4.1 is also to replicate District 7 from the Latino Coalition map (CDF006), while using an alternative method of balancing. CD Test Map Version 4.1 adds the Gila River and Maricopa Reservations back into District 7 and extends District 5 south into Coolidge rather than into Gila County.
CD Test Map Version 4.2 In this version based off CD Test Map version 3.5, the primary objective is to use the Latino Coalition District 7 (CDF006) map for guidance to consolidate more of the heavily Latino neighborhoods without going into Maricopa county.
CD Test Map Version 5.0 In this version based off CD Test Map Version 4.2, the primary objective of CD Test Map Version 5.0 was to fulfill multiple Commissioner requests, including uniting the Ak-Chin Reservation, Gila River Reservation, and Maricopa City in District 2, increasing the competitiveness in Districts 4 and 5, moving parts of Avondale and Tolleson into District 3, and moving all of Casa Grande and the University of Arizona area into District 6.
CD Test Map Version 5.1 CD Test Map Version 5.1 builds off CD 5.0 with slight balancing changes between District 6 and District 7.
CD Test Map Version 5.2 CD Test Map Version 5.2 builds off CD 5.1 with the goal being to add Maricopa City into District 6 with Casa Grande. This map was unable to be accomplished because this move offsets the population in District 2, which has no great area to pull extra population from.
CD Test Map Version 5.3 This version, based off CD Test Map 5.0, looks to break the Prescott corridor into District 9 using the Mingus Mountains as a border. Other major points are Graham and Greenlee going into District 2, Casa Grande being moved into District 6 and Apache Junction moving into District 2. This version is for demonstration purposes and therefore is not completely balanced.
CD Test Map Version 6.0 In this version based off CD Test Map Version 5.0, CD Test Map Version 6.0 looks to move the northeastern corner of District 8 east of the canal into District 1.
CD Test Map Version 6.1 In this version based off CD Test Map Version 6.0, CD Test Map Version 6.1 looks to add a third Latino opportunity district (District 8) without hurting the competitiveness in District 1 and District 4. These changes resulted in an arguably competitive Latino district.
CD Test Map Version 7.0 In this version based off CD Test Map Version 6.0, CD Test Map Version 7.0 adjusts D3 to ensure VRA compliance by reducing concerns about potential packing by avoiding a very high Latino percent in a CD that may not be polarized.
CD Test Map Version 7.1 In this version based off CD Test Map Version 7.0, CD Test Map Version 7.1 aims to population balance the entire plan to +/- 1 person transferring blocks between districts. Considerations taken when population balancing were 1) to not take any blocks from tribal reservations and 2) to not cross county boundaries or city limits, when possible.
CD Test Map Version 7.2 In this version based off CD Test Map Version 6.0, CD Test Map Version 7.2 aims to population balance the entire plan to +/- 1 person transferring blocks between districts. Considerations taken when population balancing were 1) to not take any blocks from tribal reservations and 2) to not cross county boundaries or city limits, when possible.

CD Test Map Version 8.0 In this version based off CD Test Map Version 7.1, CD Test Map Version 8.0 replicates the Latino Coalition's submitted District 3 and District 7 maps.
CD Test Map Version 8.1 In this version based off CD Test Map Version 8.0, CD Test Map Version 8.1 looks to replicate the boundaries of District 22 and District 23 of the Yuma Gold map to District 7 and District 9. CD Test Map Version 8.1 offers a boundary change in Tucson.
CD Test Map Version 8.2 In this version based off CD Test Map Version 8.1, CD Test Map Version 8.2 looks to united Mojave county with Navajo County, Apache County, Coconino County, and Yavapai County together in District 2.
CD Test Map Version 8.3 In this version based off CD Test Map Version 8.0, CD Test Map Version 8.3 looks to replicate the boundaries of District 22 and 23 of the Yuma Gold map to District 7 and District 9. CD Test Map Version 8.3 also offers an alternative boundary change in Tucson and balancing method from CD Test Map Version 8.1.
CD Test Map Version 8.4 In this version based off CD Test Map Version 8.3, CD Test Map Version 8.4 looks to split Yavapai County at Mingus Mountain, using the CDF010 boundary, and moves Prescott to District 9. CD Test Map Version 8.4 also unites all of Pinal County in District 2.
CD Test Map Version 9.0 In this version based off CD Test Map Version 8.1, CD Test Map Version 9.0 extends the District 3 boundary further northeast into Phoenix, and unifies all of Peoria, Sun City, and Sun City west in District 8.
CD Test Map Version 9.1 In this version based off CD Test Map Version 8.1, CD Test Map Version 9.1 centralizes District 1 within the Loop 101 and brings the District 7 border further west into Tucson.
CD Test Map Version 9.2 In this version based off CD Test Map Version 8.1, CD Test Map Version 9.2 looks to remove Glendale and the area north of Tolleson from District 7, unify Papago Park, Tempe, and South Scottsdale in District 4, add Leisureworld and other surrounding retirement communities into District 5, add Picture Rocks into District 6, and extend District 6 north to Eloy across to Mammoth.
CD Test Map Version 9.1.1 In this version based off CD Test Map Version 9.1, CD Test Map Version 9.1.1 looks to balance CD Test Map Version 9.1.
CD Test Map Version 9.2.1 In this version based off CD Test Map Version 9.2, CD Test Map Version 9.2.1 looks to balance CD Test Map Version 9.2.
CD Test Map Version 10.0 In this version based off CD Test Map Version 7.1, CD Test Map Version 10.0 looks to replicate the Latino Coalition submitted District 3 and District 7 maps. CD Test Map Version 10.0 also looks to incorporate the Yuma Gold Map for District 6 and District 7. CD Test Map Version 10.0 unites historic communities of interest in District 3. This version is for demonstration purposes and therefore is not completely balanced.
CD Test Map Version 10.1 In this version based off CD Test Map Version 10.0, CD Test Map Version 10.1 looks to incorporate more communities of interest.
CD Test Map Version 10.1.1 In this version based off CD Test Map Version 10.1, CD Test Map Version 10.1.1 looks to unite the Sun Cities into District 8. CD Test Map Version 10.1.1 also incorporates more communities of interest.
CD Test Map Version 10.1.2 In this version based off CD Test Map Version 10.1, CD Test Map Version 10.1.2 looks to incorporate more communities of interest. CD Test Map Version 10.1.2 also unites Maryville in District 3.
CD Test Map Version 11.0 In this version based of CD Test Map Version 10.1.2, CD Test Map Version 11.0 looks to incorporate more communities of interest into District 9.
CD Test Map Version 11.1 In this version based off CD Test Map Version 11.0, CD Test Map Version 11.1 offers an alternative method of balancing in District 6 and District 7. CD Test Map Version 11.1 also incorporates more communities of interest.
CD Test Map Version 11.2 In this version based off CD Test Map Version 11.0, CD Test Map Version 11.2 looks to move Casa Grande from District 6 into District 2. CD Test Map Version 11.2 also looks to move Gold Canyon from District 2 into District 5.
CD Test Map Version 12.0 In this version based off CD Test Map Version 11.1, CD Test Map Version 12.0 moves all of Casa Grande in District 2 and Sun City Grand in District 8. The rest of the Fort Yuma Reservation is united in District 7. CD Test Map Version 12.0 also increases more communities of interest in various districts.
CD Test Map Version 12.1 In this version based off CD Test Map Version 11.1, CD Test Map Version 12.1 moves Sun City Grande into District 8. CD Test Map Version 12.1 also looks to united Tempe in District 4, split Casa Grande between Districts 2 and 6, and incorporates more communities of interest.
CD Test Map Version 13.0 In this version based off CD Test Map Version 12.1, CD Test Map Version 13.0 moves Bisbee and Douglas into District 7. CD Test Map Version 13.0 also looks to offer an alternative approach to Tucson.
CD Test Map Version 13.1 In this version based off CD Test Map Version 13.0, CD Test Map Version 13.1 takes an alternative approach to Tucson. CD Test Map Version 13.1 also offers an alternative approach to District 4 and 5 around Latino and Retirement communities.
CD Test Map Version 13.2 In this version based off CD Test Map Version 13.1, CD Test Map Version 13.2 looks to extend District 1 south to incorporate more communities of interest. CD Test Map Version 13.2 also looks to unite Glendale east of 75th Avenue and south of Northern Avenue into District 3.
CD Test Map Version 13.3 This map, based off of 13.2's proposed changes, moved all of Gilbert into District 5 and moved the District 4 boundary east to the 202.
CD Test Map Version 13.4 In this version based off CD Test Map Version 13.0, CD Test Map Version 13.4 looks to offer an alternative method of incorporating communities of interest by shortening the Tucson finger.
CD Test Map Version 13.5 In this version based off CD Test Map Version 13.0, CD Test Map Version 13.5 looks to unite all of Santa Cruz county in District 7. CD Test Map Version 13.5 also offers an alternative method of incorporating communities of interest in Tucson.
CD Test Map Version 13.6 In this version based off CD Test Map Version 13.5, CD Test Map Version 13.6 looks to alter boundaries of District 6 and District 7 around Tucson.
CD Test Map Version 13.7 This map, built off of CD Test Map Version 13.6, incorporates the changes between Gilbert & Leisure World.
CD Test Map Version 13.8 This map, built off of CD Test Map Version 13.7, incorporates minor changes along District 2 and 9 to balance the population.
CD Test Map Version 13.9 In this map version based off CD Test Map Version 13.8, CD Test Map Version 13.9 looks to clean up slivers and city splits across all districts while balancing within one person.
Official Congressional Map 14.0 This map builds from the Approved Congressional Final Draft Map incorporating changes requested by counties across the state. Cleanup of slivers and splits across the state as shown in the Assigned District Splits Report were performed on the Approved Congressional Final Draft Map. No further cleanup required on Official Congressional Map 14.0.
Official Congressional Map Official Congressional Map Version 14.0 was officially adopted on January 18, 2022 as the Approved and Certified Official Congressional Map, and reaffirmed on January 21, 2022.
LD Test Map Version 1.0 This plan was officially adopted on October 5, 2021 as the next iteration of the Grid Map. All editing stopped on this plan version and the next iteration will be LD 2.0.
LD Test Map Version 2.0 As the first version based off the newly adopted LD Pre-Draft Map 1.0, LD Version 2.0 looks to make more of an overhaul based on consolidated team notes. Community of Interest feedback was taken heavily into account for this version. This version was accepted as the next series of the pre-draft map on October 15, 2021.
LD Test Map Version 3.0 In this version based off the newly adopted LD Test Map Version 2.0, Flagstaff is moved from District 7 to District 6 in its entirety only as a demonstration. District 7 also has moved east to Highway 191, including Springerville, Eager and St. John’s. Including Yavapai County in District 7 as well as all eastern parts currently included in the district not meeting the allowable population deviation; without Yavapai it is 113,000 short of target. The only option to rectify population is to include in District 7: Maricopa, or Gila and Pinal. In this version, Flagstaff cannot be kept whole in a single district and allow us to achieve the population balancing that is needed.
LD Test Map Version 3.1 In this version, we overcome the issues of LD Test Map Version 3.0. Flagstaff is split between District 6 and District 7. Changes also focus on Phoenix and Tucson.
LD Test Map Version 3.2 This version based off LD Test Map 3.0 unites Yavapai County into one district and includes requested communities of interest in District 7. Population balance for District 7 is then achieved by including Gila County, San Manuel, Oracle, Mammoth, Kearny, Superior, Florence, Coolidge and the Southeast corner of San Tan.
LD Test Map Version 4.0 In this version based off the newly adopted LD Test Map Version 3.2, the goal is to include the 8 majority-minority districts sent in by the Latino Coalition. Other major points of the map are uniting the Kyrene School district and uniting Marana and Oro Valley.
LD Test Map Version 4.1 In this version based off LD Test Map Version 4.0, Tombstone and a portion of Cochise County are united into District 19.
LD Test Map Version 5.0 In this version based off LD Test Map Version 4.1, LD Test Map Version 5.0 looks to use an alternate version of balancing in order to increase competitiveness in some districts, particularly in District 1, District 4, District 8, District 9, District 10, District 11, District 12, and District 13. LD Test Map Version also looks to make a more compact District 2 and preserve the light rail corridor in District 9 and District 10.
LD Test Map Version 5.1 In this version based off LD Test Map Version 3.2, we unite the Kyrene school district and balance districts without bringing in the Latino Coalition districts.
LD Test Map Version 6.0 In this version based off LD Test Map Version 5.1, the Tempe City boundary was used as a district boundary, and Guadalupe City was united into one district. The Phoenix Airport was moved into District 11, along with the united communities along the Eastern border of the Gila River Reservation.
LD Test Map Version 6.1 In this version based from LD Test Map Version 6.0, LD Test Map Version 6.1 looks to move Marana into District 16 and Oro Valley in District 17.
LD Test Map Version 6.2 Based from LD Test Map Version 6.0, this map combines the communities of Saddlebrooke, Saddlebrooke Ranch, Oro Valley, and Marana into one singular Legislative District.
LD 6.3 Citizen Submitted This is a citizen submitted entry entered by the Commission for consideration. The original plan was submitted by Username, note2anna. The Description is "Tucson/Pima County LD Maps". The Objective is "This map keeps the communities of interest in Pima and Pinal county together: Oro Valley, Marana and Saddlebrooke." The IRC Plan Name is LD0033.
LD Test Map Version 7.0 In this version based off LD Test Map Version 6.1, southern parts of Arizona are replicated from the LD0033 map (Districts 16 through 23, minus 22). Districts 9 and 10 were also rotated to have a vertical boundary. Finally, San Tan Valley was united in District 15, and Gold Canyon and an eastern portion of Apache Junction were moved into District 7.
LD Test Map Version 7.1 In this version based off LD Test Map Version 7.0, Florence and Coolidge are united in District 16.
LD Test Map Version 8.0 In this version based off LD Test Map Version 7.0, District 7 is extended North to take San Manuel, Oracle and Mammoth.
LD Test Map Version 9.0 This version, based off of LD Test Map Version 8.0, moves the community of Coolidge into District 16, Vail into District 19, the community of Tanque Verde into District 18, the communities of Mammoth, Oracle, and San Manuel into District 7, the community of Flowing Rocks into District 20, and the Davis Monthan Air Force Base was moved into District 21.
LD Test Map Version 9.1 In this version based off LD Test Map Version 8.0, LD Test Map Version 9.1 looks to move Flowing Wells into District 20. All of Red Rock and Vail are moved into District 17, while Tucson Estates, Oracle, Sane Manuel, and Mammoth move into District 16. The Davis-Monthan Air Base is moved into District 21, and Quail Creek Country Club, Amado, Tubac, and the eastern half of Santa Cruz County are moved into District 19. Finally, all of Coolidge is united in District 16, and District 7 moves further west into Apache Junction.
LD Test Map Version 9.2 In this version based off LD Test Map Version 9.1, LD Test Map Version 9.2 instead moves District 7 further south, taking Oracle, Mammoth, and San Manuel.
LD Test Map Version 10.0 In this version based off LD Test Map Version 9.2, LD Test Map Version 10.0 looks to unite North Mountain Preserve with the Shadow Mountain and Lookout Mountain Preserves in District 2.
LD Test Map Version 10.1 In this version based off LD Test Map Version 10.0, LD Test Map Version 10.1 looks to unite Nogales, Douglas, and Bisbee in District 21, and then population balance in the Davis-Monthan Air Base area.
LD Test Map Version 10.2 In this version based off LD Test Map Version 10.0, LD Test Map Version 10.2's purpose is to unite Nogales, Douglas, and Bisbee then population balance.
Approved Legislative Draft Map Test Map Version 10.0 was officially adopted on October 28, 2021 as the official Legislative Draft Map. Please see CD Test Map Version 10.0's audit log for the Approved Legislative Draft Map development history from Grid Map.
LD Test Map Version 11.0 This test map is based off of the Legislative Draft Maps, adding in the Consolidated Gilbert User Map (LD0058) for districts 9, 10, 12, 13, 14, 15.
LD Test Map Version 11.1 This test map uses LD Test Map Version 11.0 as the base and incorporates the Navajo Nation LD 6 and 7 submissions (LDF056 and LDF057) and the Latino Coalitions LD 11, 22, 24, and 26 (LD0069).
LD Test Map Version 11.2 This map takes the LD Test Map Version 11.0 base and adds in the Yuma Gold split, the Navajo Nation LD 6 and 7 (LDF056 and LDF057), and also the Latino Coalitions LD 11, 22, 24, and 26 (LD0069). After adding the Yuma Gold (LD0057) split, we had to use district 16 in the Yuma split instead of district 22 or district 25 due to keeping the Latino Coalition's district 22, the Navajo Nation’s district 7, and the requested Tucson changes.
LD Test Map Version 11.3 This LD Test Map is based off of the changes made in 11.1 and incorporates the Yuma Gold LD map (LD0057) along the Yuma City and County boundaries and connects North Yuma to the West Valley. This map also takes district 30 into Wickenburg.
LD Test Map Version 12.0 This LD Test Map is based off of LD Test Map Version 11.3. It takes Casa Adobes into district 7, district 18 shifts east, and Santa Cruz county is unified in district 21. The East Valley is redrawn in districts 9, 12, 13, 14 and is based off of the Reconciled East Valley Legislative Plan. The Yuma gold split was done with district 28.
LD Test Map Version 12.1 This map, based off of LD Test Map Version 11.3, does an extensive redraw of Yuma, West Valley, and Tucson.
LD Test Map Version 12.0.1 This map uses LD Test Map Version 12.0 and makes various changes across the state, trying to incorporate communities of interest and beginning to take into account population balancing.
LD Test Map Version 12.1.1 This map uses LD Test Map Version 12.1 and makes various changes across the state, trying to incorporate communities of interest and beginning to take into account population balancing.
LD Test Map Version 13.0 This map, based off of LD Test Map Version 12.1.1, adds in various population balances across Maricopa County.
LD Test Map Version 13.1 In this version based off LD Test Map Version 12.1.1, LD Test Map Version 13.1 looks to incorporate communities of interest. LD Test Map Version 13.1 also looks to replicate the Latino Coalition 4.0 map for District 11 and District 22.
LD Test Map Version 14.0 This map, based off of LD Test Map Version 13.1, takes districts 1,4,5,6,7 from the Latino Coalition 4.0 submission, and also shifts various communities of interests to align with their neighboring communities across the state.
LD Test Map Version 15.0 This map is based off LD 14.0 and uses comments received during public session on December 19, 2021.
LD Test Map Version 16.0 This map, which builds off of LD Test Map Version 15.0, and incorporated the changes that the Chairwoman asked to be included.
LD Test Map Version 16.1 This map, which builds off of LD Test Map Version 16.0, includes the changes between districts 6 & 7, and also swapped district numbering due to Arizona Revised Statues where Prescott must reside in Legislative District 1.
LD Test Map Version 16.2 This map, which builds off of LD Test Map Version 16.1, included revisions to the district 2 border, as per commissioner requests.
Official Legislative Map 17.0 This map builds from the Approved Legislative Final Draft Map incorporating changes requested by counties across the state. This map also incorporates cleanup of slivers and splits across the state as shown in the Assigned District Splits Report.
Official Legislative Map Official Legislative Map Version 17.0 was officially adopted on Jan 21, 2022 as the Approved and Certified Official Legislative Map.
